Tongue in Cheek?

This from the Buzzcard section of the Yellow Buses website, following structural changes to the ticket scheme:

"Alex from Poole who regularly uses Yellow Buses during the day says ‘The Yellow Buses Buzzcards are a great idea, they save me a fortune as I have to travel a lot during the day on the buses in my job. I’m just glad to see these prices have not increased. I’ve also seen a measurable difference in the customer service of Yellow Buses.’"

Is Yellow Buses taking the Mickey? Alex from Poole? A reference to Alex Carter, MD of Wilts & Dorset, perhaps? And, significantly, Alex is from Poole, not Bournemouth. And since when has your average bus passenger used a phrase such as "measurable difference"?
